eTEN newsletter 2008Q2

eTEN was supporting the deployment of trans-European e-services in the public interest. The programme aimed to accelerate the take-up of services to sustain the European social model of an inclusive, cohesive society. eTEN’s six themes included eGovernment, eHealth, eInclusion, eLearning, Services for SMEs and Trust & Security. The eTEN European Community programme finished at the end of 2006 as the funding cycles of the programme were completed. As projects will continue through 2008, 2009 and 2010, a quarterly newsletter is still published in order to provide support for the ongoing projects funded under the former eTEN programme. This newsletter is currently distributed to 3,200 recipients. You can subscribe to receive regular free copies at the eTEN website.

Initiative to increase citizens participation in EU legislative process

The EU is taking the lead in using on-line tools to improve the legislative process for its citizens. The eParticipation Preparatory Action which launched on 1st January 2007 will run as a series of linked projects which each contribute to a greater awareness and involvement by citizens in the legislation process right from the initial drafting through to its implementation at a regional and local level.

The individual projects will concentrate on ensuring that the legislative language and process is more transparent, understandable and accessible to the citizen. In addition the projects emphasis on the communication of legislation will be used to enhance and grow citizen’s involvement and contribution in the process of creating and thereafter implementing the legislation.

The eParticipation Action will coordinate the 6 projects which in turn will each contribute towards different stages of the full life-cycle of the legislative process. The key theme throughout will be to ensure that online tools are identified which lead to an increased citizen involvement.

Overall the projects will run for upto 18 months and involve participants from 12 Member States, 5 Parliaments, 6 Local Authorities and a number of linked associations and universities.

eSociability

eSociability is the act or an instance of being sociable in electronic communications, such as, phone, mobile, internet, chat, teleconferences, etc.

eSociability refers to the quality, state, disposition, or inclination of being sociable, include human, robots, intelligent agents, applications and contents.

Nowadays, eSociability is the relative tendency or disposition to be sociable or associate with one's fellows, colleagues in "online" communications, electronic contents and virtual-spaces of communities and social networks.

eSocial Capital" is a resource that can be used to revitalize social cohesion, and can be defined as a set of mental dispositions and attitudes favoring cooperative behaviors in networks within society. In this sense, eSocial capital is a semantic equivalent to the spirit of virtual community.

eSociability includes the terms companionability, comradeship, conviviality, fellowship, fraternization, togetherness, familiarity, friendship, openness, friendliness, affability, amiability, comity, comradery, congeniality, cordiality, neighborliness, companionship, affinity, coalition, empathy, harmony, solidarity, understanding, hospitality and other related to the relative tendency or disposition to be peasant, friendly, affable, and sociable with one's fellows in social networks, virtual spaces and information and communication environments.

The 3rd ICT Call, objective 'Intelligent Content and Semantics' was puplished on 4 December 2007 and will close on 8 April 2008. The budget will be the same as for the first ICT Call (50 M euro). DRAFT - Call for proposals for indirect actions under the multiannual Community Programme to make digital content in Europe more accessible, usable and exploitable

TEXT WITH EEA RELEVANCE

1. In accordance with decision No. 456/2005/EC of 9 March 2005 by the European  Parliament and the Council adopting a multiannual Community Programme to make digital content in Europe more accessible, usable and exploitable, facilitating the creation and diffusion of information in areas of public interest, at Community level (hereinafter referred to as the eContentplus Programme), the European Commission hereby invites proposals for indirect actions to be financed under the programme.

2. In conformity with Article 3(4) of this decision, the European Commission adopted a Work Programme2 for the year 2008 to serve as the basis for implementing the programme. The objectives, priorities, indicative budget and types of indirect actions referred to in this call notice correspond to those set out in that Work Programme.

3.1 Multilateral Projects
Priority will be given to the following topics:
3.1.1 Priority 1: Identifying and implementing innovative uses of ICT for lifelong
learning, in particular for groups at risk of exclusion
ICT enables individuals to enhance their social networking and this has the potential enhance their learning. Learning is mostly a social process. Self-learning and informal peer-learning are important ways of developing e-skills and competences. But they are also increasingly important skills in formal learning. A new generation of ICT-based social networking tools and platforms ('Web 2.0' and other relevant ICT developments) is rapidly growing in popularity. Examples are weblogs, wikis, podcasts, social software, virtual social sites, as well as tools such as mobile phones. These are easy to use, affordable and widespread, in particular among groups at risk-of-exclusion (early school-leavers, ethnic minorities, elderly people, etc), and so offer potential to (re)-connect groups at risk-of-exclusion to public services, learning and civic engagement.
Projects should cover:
– the development and implementation of experimental approaches related to these new trends and tools, including the analysis of their impact in learning outcomes;
– comparative analyses of existing practice to identify transferable good practice and success factors;
