Culture programme: a serious cultural investment

The EU’s Culture programme (2007-2013) has a budget of €400 million for projects and initiatives to celebrate Europe’s cultural diversity and enhance our shared cultural heritage through the development of cross-border co-operation between cultural operators and institutions.

Three objectives…

The Culture programme aims to achieve three main objectives: to promote cross-border mobility of those working in the cultural sector; to encourage the transnational circulation of cultural and artistic output; and to foster intercultural dialogue.

…and three strands

For the achievement of these objectives, the programme supports three strands of activities: cultural actions; European-level cultural bodies; and analysis and dissemination activities.

Support for cultural actions

This strand  enables a wide range of cultural organisations coming from various countries to cooperate on cultural and artistic projects. This strand includes three sub-categories:

Trust & Standards

   1. Summary of report   2.         1. Purpose         2. There are two main purposes of this report: the first is to review the current standards and specifications which exist or are being developed, which are relevant for the establishment of Europe-wide trusted services; the second is to put forward a roadmap for future standards development work.         3. Status## The area of standards development is always changing: existing standards are improved; new standards are introduced. This report refers to the state of standards and specifications activities at the beginning of April 1997. The report has been produced following review of work in a number of standards related organisations:    *          o International Standards Organisation (ISO)          o Internet Engineering Task Force (IETF)          o European Telecommunications Standards Institute (ETSI)          o European Committee for Standardisation (CEN).## The environment in which standards are produced and the motivations for standards have been considered.The work of a number of industry groups has also been reviewed.A number of projects funded by the European Commission have also been reviewed, in order to identify possible action to bring their results into the standards area.   1.         1. Priorities for action         2. The main conclusions of the report and recommendations for action fall under two headings: content of standards and processes for their production. A more detailed roadmap is within the report. The underlying conclusion is that the technical standards, while not completely and formally ratified, are well advanced; what is required is a focus on implementation of applications using trusted services.

Building Trust and Confidence in Business Netwoks

Building Trust

Trust is an essential basis for a productive, satisfying and fun business information and communication environment. Suspicion corrodes working relationships and undermines people’s confidence in themselves and their colleagues. Leaders need to offer trust, since the only way to prove whether others are trustworthy or not is by experience. Organizational leaders have nearly all the power, so it’s usually up to them to set the ball rolling. Trust is always a gift. As a leader, you need to be the one who begins the giving process.

What does it take to initiate a process of trust? Courage, certainly, and the willingness to take a risk. Employees who have been denied trust, maybe for years, don’t find it easy to accept responsibility in an instant. You’ll need to help them rebuild their confidence in themselves. You’ll probably have to deal with more than few cynics as well: people who claim to approve the idea of trust, yet constantly find reasons why it shouldn’t be this person, in this circumstance, at this time.

Risks versus Rewards
There are always risks involved in offering trust. Some people—very few, in my experience—will consciously abuse your trust. If so, you may also need the courage and wisdom to refuse to allow the actions of a tiny minority to shape the way you deal with everyone. Others may stumble and betray your trust without intending to. You need to be willing to show them mercy and provide help, not instant condemnation. It’s easy to focus primarily on the negative possibilities: the people who will not live up to the trust placed in them. In reality, the potential for positive outcomes is high enough to tilt the balance of advantage that way.

Area 6.1.3.2. Vulnerability assessment and societal impacts

ENV.2008.1.3.2.1. Natural Hazards: Social perception, behaviour and responses to risks

The aim of this action is to contribute to a better assessment of risk perception of societies and communities confronted by natural disasters.

The project should identify and assess key studies, initiatives, best practices and existing legal tools in order to elaborate strategies and recommendations for actions to improve capacity building, preparedness and resilience of the society in the context of natural hazards.

Gaps in research in these fields need to be assessed.

Education on disaster prevention and awareness raising of the society as a means to improve social perception and change behaviour needs to be considered in a multidisciplinary context.

The actions described under this topic could be mainly organised by means of small workshops enabling synthetics vision papers, guidelines and recommendations to be elaborated.
