Abstract

The aim of the ICICMEP project is to set up a Collaborative working group to define the general and specific requirements of an infrastructure to allow:

  • identify crisis situations that require international management coordination support

  • Specify the information to be made available and interchanged amongst the national and international teams, including agreement on its semantic and ontological meaning

  • Specify the physical required infrastructure to support the international coordination.

One of the main objectives of the working group is to specify the parameters and the algorithm to be used by the diagnosis and intervention system to analyse the problems and generate a solution. This will be done through specialised software, in real-time, to process data and technological alarms.

The project will also Specify the means to interchange information between crisis management teams, used to retrieve the required information to take accurate decisions about the required international support: human resources, recovery means, GIS information of critical infrastructures to protect, etc. The approach will be validated by Firemen and Telecommunication infrastructures crisis management teams.

Dear all,
You will probably have already received notification of your inclusion
as partner in the proposal to define the crisis level indicators and
values to trigger inter-regional cooperation of crisis management teams
to handle and protect critical infrastructures in case that crisis have
risk to cross one border or merely are over the capacity of the local
teams and the infrastructure is of wider interest.
If you didn't this means that I still don't have your confirmation about
your interest to participate in the project (it could be my mistake). In
this case, please confirm it as soon as possible, since on Tuesday 20th
morning we will close the partnership list.
1)
To complete the proposal we need from you to fill up the A2 forms in the
EPSS application next week.
Please, check also the description of your company I did
(profit/non-profit, public or not, etc.) and the funding schema, that I
filled in according to my guessing but without foundation.
2)
I need also your contributions to the state of the art in the field of
definition of IT security metrics, describing the work you have done, or
you know it has been done in other groups. This is very important for
the success of the project.
3)
I would also like to request you comments on the goals of the project
and your readiness to lead ad-hoc groups (Tasks) to define particular
requirements (subsets) for specific areas or sectors of critical
infrastructures. So far we have already identified Telecommunications
and Aeronautical.
This is also required for next week.
4)
Of course I need also your CV and activities of your company related to
this project.
5)
You must also contact local, regional or national crisis management
teams, to include them as consulting companies, to:
- propose requirements and indicators.
- provide information about critical infrastructures databases
- validate proposals
- run potential trials, pilot experiments, simulations, etc.

On Thursday, in principle at 13h, I would like to have a phone call with
all of you, so I need to know a phone where to call you (preferred
wired/fix). If you can not attend, pls. indicate the reason and
potential alternative date/time, and be sure to have your contributions
by that time to allow us to propose you the right work to do.
During the day I will forward you a more detailed draft proposal.
